I am so sick and tired of having companies call me trying to scare me about my regulatory compliance needs.

Formerly, compliance reporting and respective taxes were based on each individual business's "honesty" in reporting to each respective State exactly what was sold and shipped into the State. If the winery chose not to report the sales it was not difficult for shipments to fly "under the radar".
These days, shippers are required to report to each State the items (wine in your case) that are shipped into the State as well as the details. This makes it possible for each State to track sales tax and permits back to the wineries.
Why the fear? It is a sales tactic and there is money to be made by people who sell compliance services.
Don't be afraid. You can start by shipping to States that do not require complicated compliance requirements and expand into other States as they become profitable for you.

I agree with Theresa, Compliance is a part of the cost of doing business but there is no need for panic. The states are using technology to track shipments and using this data to verify winery reports. The states can impose penalty fees and interest and they can bring legal action. This is evolving over time and states recognize that wineries are still learning. If you have not folded compliance requirements into your business processes I suggest you start now. Compliance has been a huge challenge for us. You are right! When everything is boiled down, we don't have to ship to all 50 States. We can add States as we can add the respective support.
